As BdREN expanded its nationwide infrastructure and diversified its services, it recognized that sustainable growth demanded more than technical excellence: a comprehensive governance framework ensuring operational consistency, service quality, transparency, accountability, and risk management. The framework has evolved from operational need rather than regulatory compliance, and is reviewed regularly to keep pace with technology, growth, and stakeholder expectations.
Keeping the right track
The Connectivity Policy — the Standard Operating Procedure (SoP) for Network Connectivity — defines the maximum last-mile fiber length (overhead and underground), backup connectivity, minimum bandwidth, mode of connectivity (direct or through other operators), PoP extension to member sites, and maintenance staffing — ensuring reliable, consistent network services.
Building customer confidence
Comprehensive Usage Policies and Service Level Agreements (SLAs) with member institutions define service commitments, responsibilities, performance expectations, support mechanisms, and escalation procedures. The SLA incorporates financial compensation, based on connectivity type, for any breach — underlining BdREN's commitment to customer satisfaction.
Efficient and candid procurement
All procurement strictly adheres to the Government of Bangladesh's Public Procurement Rules (PPR), ensuring fairness, competitiveness, accountability, and value for public resources. The Board of Trustees, as the highest policy body, approves any deviation required for special cases.
Work flexibility, green environment
The COVID-19 pandemic prompted a Work-from-Home Policy that kept critical network services running through nationwide restrictions. Retained beyond the pandemic, it improves employee well-being, work-life balance, and business continuity — and by saving commuting time and office space, contributes to a greener environment.
Building employee satisfaction
As an autonomous trust, BdREN developed its own exclusive Service Rules — a modern human resource and administrative framework tailored to a technology-driven organization — preserving dynamism, job satisfaction, and employees' rights, resulting in strong retention.
Keeping the users on track
A Vehicle Usage Policy governs the deployment, operation, maintenance, and efficient utilization of vehicles for official commuting and infrastructure maintenance, complemented by an interest-free Vehicle Loan Policy for senior employees — balancing staff welfare with operational efficiency.
Final say
My advice to other NRENs: do not rush the framing of policies by following the footprints of others. Respond as the situation demands — rushed policies might breed unwarranted outcomes.
